It seems that the tower design has changed in many ways since the sale to Quadreal. A patterned railing glass was never called for in any of the plans, and it looks as if the vertical fins on the balconies may no longer be happening. Will be interesting to see how the ground level shapes up.

Yeah, the design move of the two different guardrail treatments isn't working for me. There isn't enough contrast between them. The "plain" guardrails should have a darker tint. Dare I say, neighbouring YC Condos handles this better (though it doesn't handle anything else well).
