Every single company in China is partly owned by the state. Greenland is a Chinese developer and therefor is partly owned by the state.
I mean this just isn't true I work with factories from China every day - they are all privately owned. Perhaps every massive company is owned by the state ie Huawei is 99.99 owned by the state. I suspect Greenland is largely state owned. The question is whether or not the infrastructure is critical and are there security risks? Clearly not in this case. If Canada would like to start a crown corporation and build residential condos in Korea I wouldn't see a problem.

Am I missing something or did everyone just assume that because it is a Chinese state-owned developer, that to expect the quality of finishings to be subpar?

Our local developers are fully capable of under-delivering and value-engineering themselves. If anything, I am a bit more hopeful that a foreign developer might take more pride in their work.
