Is the completion of the studies a reasonable stipulation? I didn't know that any such studies were being done for this area. It sounds like the sort of thing that could prevent development here for years.
 
No, I believe that the developer has submitted all the necessary studies for the proposal. From the report:
The outstanding material was submitted on August 11, 2016, and a Notification of Complete Application was subsequently issued on August 15, 2016.

That doesn't mean that this proposal isn't half baked.

The city's study is in progress, but it does not look to be friendly to this tower:
City staff finds that the 49-storey tower proposal represents over-development based on the current direction of the built form study. Further consideration of this application is premature until the built form study, and the resulting OPA 304 process is complete.

As for the city's study, it will be done within a year:
A Final Report and public meeting under the Planning Act to consider the application is targeted for the third quarter of 2017, once the OPA 304 process is complete and all issues raised in this report and through the review process are satisfactorily resolved.

The list of outstanding issues is long, and even if the city's study is friendly to this development (it won't be), the applicant has a lot of work to do.
 
@Urban-Affair and @smably are right. The Preliminary Report is dated August 17th, but it seems it was written before the last materials were processed. Possibly a supplemental report will be issued before the September 7 Community Council meeting to acknowledge that and record any further initial comment from Planning.

Don't think it is. 31A is shown clearly in the plans as a separate structure.

updated plans March 15. Now 40 floors, 150.1m. The render is extremely misleading, there is a giant bank of elevators right on the north face that under the current architectural expression will require a massive wall of spandrel running up the middle of the building.
