Why cities aren't requiring "hidden" antennas (unlike parks) is beyond me these days . Each of the eight struts on the roof of the OBW could easily house a directional mobile antenna behind a facade. Because they are directional, they don't need to extend the height of a building.
Yes, there's a bit of facade/cladding and such to go on to cover those up, a couple feet worth of build-up, but that's basically the top.Is it safe to say the top of those beams is the FINAL height of the building?
