So the second picture has a vibratory compactor not a drilling rig but given the amount of compaction that they are currently doing in the area it looks like we may start to see progress on phase three and no one is happier than meCould it be levelling for a drilling rig? Sloping for better drainage? Repaving? Dog Park? Patio? City bikes?

I don’t see why not. This has come up before and I thought the issue was related to water and sewer work (on Lake Shore?) needed to be done first. Maybe this specific work has been done? Maybe they didn’t want to start phase 3 until there were no road blocks to the final completion.

Does anyone know how the sales here have gone so far Pinnacle is kind of an outlier and it seems that they don't really put much worry into the market and build more and speculation than anything which isn't always a good idea but gives us some pretty good buildingsI think they'll want to wait for the market to return, unless Phase 3 is suddenly switching to rental tenure, but they can build without Downes Street opening and the Lake Shore ramp being removed. The pipes, I dunno about.
