Now that is a fascinating piece of kit. My interpretation is that this would be used supply concrete to a landside pumping rig. On each side there are three units that feed a conveyor belt that empties on land to a pair of concrete pumping rigs. The concrete would then be pumped by pipeline(s) to the pump head(s), which would ultimately be mounted on a climbing crane (something like this).

Presumably, this whole system is being used because the construction site is adjacent to the Keating Channel, so a barge-based concrete holding and movable land-based pumping system must offer an advantage over hauling concrete one truck at a time from the batch plant. For a huge project, an on-site batch plant isn't uncommon. Therefore, my hunch is that concrete would be made in an on-site (or nearby) batch plant, transferred to this carrier barge, which is then towed to the construction site where it is unloaded and pumped into the site.

Each one of these Maxon Agitator units can hold up to 15 m3 of concrete, which is the equivalent of two to three ready-mix trucks. This barge with 6 units should be able to hold 90 m3. That means fewer people, less fuel, greater reliability without having to deal with surface streets; it all makes sense.

Strange. This is new and seems totally random. A long slab of concrete was poured on this lot...
