Looks like the building is finished and residents are moving in.

I like the blue color balconies which make the building doesn't look as bland and boring as the others.

I agree. The building itself is solid but bland, the colors give it some zest. The look of it reminds me of something from the 60's or 70's. It has a kind of a retro deal going.
