Any time you have an enclosed space above an open space you need to build a heated soffit or else the enclosed space above would cost a fortune to heat due to heat loss through the slab.

No, it's not the same thing, because of the soffit. It takes relatively less energy to raise the temperature in the enclosed and insulated soffit than it would if it were a bare slab with its underside exposed to the elements.
