There have not been any bodies on site since the site traded hands in July.

Not quite true, the few times I have passed since July, there have been workers, mostly just moving things around, did see some welding, that was all haha

Fair enough. I pass here almost every evening on my way home and I've not once seen a soul (or machinery, lights, steam / smoke, etc.).

It finally happened - I heard and saw something happening on site today when I walked by. The sound of hammering and some sort of saw machinery was going...

That's good to see. I am extremely interested to learn how current owners are handling their contracts. If this sold for high enough, the delay could be a godsend for investors. However if one were an owner/occupier, there may be a case for delay-based lawsuits.
