It's clear now with all lanes re-opened that the cause of congestion is the limited capacity of the 3 offramps that feed downtown, and this is really only an issue in the morning rush hour and evenings when there are events. As opposed to during construction the work zone acted as a bottle neck actually smoothing out distribution to the offramps in a way, although the tradeoff was being congested about 18 hours/day, with increased overall delay.
Will be interesting to see how the performance is affected once the east end is reconstructed and ramps to Lake Shore reinstated after Section 5 is complete.
