    In the Edmonton Journal article, it said: Does this mean the EDC actually does have some teeth? I would again say that I don't expect the worst, since Stopgap's owner must know it would be disastrous for Stopgap to build something really ugly. But if it looks bad, I'll be ready to speak out.

    What makes the cost of construction higher? Is it mostly labor or materials/other capital?

    According to the budget, they did spend $30M. I'll ask some of my colleagues in Bio Sci when I get a chance. (There's definitely been a lot of work going on in the past year there.)

    I had wondered based on the location, and the number of units checks out. I would find it a questionable choice to use this money for a luxury building, though, even if it isn't specifically targeted at affordability.
