Any counter-peak service would require new trains and more operators. That could be a barrier. I know that a few years ago there was a shortage of staff to drive the trains. Does anyone know if that's still the case?

It's interesting that the GO history is selectively edited. The history highlights the off-peak service added to the Milton line in the 1990's, but the cancellation of that service was not mentioned. There is still no off-peak service on Milton
