fyi, this slab you see is to facilitate construction staging and a turn around area for vehicles. The amount of construction staging area that will be present between the property and hoarding allows for zero vehicular access if this wasn't built.

waterproofing any concrete structure such as what we have here requires tar based materials, then fused together with heat, aka fire and it caught fire - happens occasionally.
