    there is a massive highway deficit in the GTA but it requires tunnelling mostly. for example, connecting Gardiner to 401 east by tunneling under east york and scaroborough. or extending Allen south to downtown. but will never happen.

    the geniuses running the city had years to get organized about TSP. yet they wait for Finch to go be a disaster before addressing it. they have known based on the thousands of miles of testing what the impact of not having TSP is. how quickly can it realistically be enabled?

    Not an expert, but based on Finch, I see the most likely scenario as being limited improvements before launch, and bunching on the above ground impacting operations below ground. Many trains are forced to short turn. Public outrage similar to Finch but a much larger level. I hope I'm wrong.
