I'm guessing no, but I have no evidence. If they do own parking, it makes sense they wouldn't put fence around it so they can still collect.

Would be foolish of them to close the parking any earlier than they need to. Keep collecting cash while you demolish next door, get your permits in order, etc.

It is good to see the surface parking lot, which I believe has been around for decades, also go. I feel we have reached a point where there no longer seems to be a sea of surface parking lots at least in this part of downtown.
