No surprise
What I saw in June for the US Ssde, I was expecting it may not open this year and not close to the Sept date. The Canadian side was close to been open then and would be ready first for service. The I-75 and the bridge work where the main issues I saw and since you cannot see the US Custom area now it was a guessing game where it stood.

No idea where the 2024 came from as the opening date as I only knew it was Sept 2025 unless I miss something.

They should just make it uni-directional, Canada bound trips only.

I saw a video last week pretraining to I-75 shot this year and it showed the completed ramps to the bridges block off with pillions. So the holdup must be at the inside of Custom Complex.

My understanding is that the US Customs building is holding everything up. They are still working on the I-75 interchange as well, but it's finishing touches which wouldn't prevent the bridge from opening (landscaping, service roads, etc.).

The Canadian side has been complete for months and is basically just sitting waiting.

That said, the photos posted on their website from November make the US customs building look very close, mostly interior fitout, which means I imagine they will be in a position to open soon.

Line painting was still ongoing in November. Otherwise exterior work looks pretty much complete, which tells me its interior.

My guess is that the US border agents are busy elsewhere in the States, doing what they do worst. Like in Minnesota or Maine.
