There were certainly observations of cars operating earlier in day, and today. Was any testing scheduled last night? There'd be no point in clearing it until the wind and snow stopped - I say judging by how much the path I dug at 5 pm had filled back in by dawn.
AFAIK trains were running in the afternoon snowstorm but nothing was seen at 9pm in the evening. So they must have stopped in between that time.

At this point, I would like to see Ford would extend his power over reach and revoke traffic management over rapid transit corridors to get TSP running. At the same time, he'll have to mandate TTC to meet certain operating speed criteria or revoke TTC's operating rights as blench of contract to provide acceptable services.

Is it the TTC that is demanding their drivers go slow, or is it the Labour Union representing the drivers? I can see the Union arguing with the TTC that they can't force their members/drivers to go faster because they're entitled to a safe work environment.

Where does this mandate to "go slow" come from? I was just in London where the Underground trains appear to travel faster. I'm sure there is a culture of safety at the TfL, and within the Union representing their drivers. But not to the point of slowing down trains like we see in Toronto.

Also, most stations in London don't have platform screen doors, and yet the trains don't travel slowly into the stations.

Lawyers and loons.

London doesn't have as many issues with trespassers or mental health patients trying to obtain access to tracks.

That said, I find that in North America everyone is concerned with liability. Everyone has access to a Lawyer and nobody wants to lose.

It's like with streetcar slow orders. Nobody wants to responsible if an issue occurs so they go slower.

Faster traffic means more accidents. It applies to street-level trains the same as to automobiles. That tradeoff has to be considered in setting rules and policies. And that requires some serious thinking and adopting measures to mitigate risks --- or we just give up and make everyone go really slowly.
 
less than 2 weeks out and a lot of "sources says" but no official release from any of the salient parties

At this point, the City of Toronto is confirming it along with Doug Ford. No official release yet but if they are confirming it to the media you can take that to the bank.

They would not tell media outlets it is opening on February 8th if it wasn't.

The answer is none-of-the-above - Crosslinx, being the maintainer for the line, is behind it.

They are worried about their staffing levels and the costs to maintain the equipment to the level that the TTC wants to operate to.
