I wasn't aware if sale was restricted (it might be) but it would certainly limit marketability otherwise. She was under the impression that if she sold now, they would tear her house down - they won't be a landlord.
MTO has done this for decades on planned corridors - once they designate it they often won't expropriate outright but they won't issue permits for major expansions of properties and option purchases whenever a property is put for sale.

Yes, they would tear down the buildings.
