OEG leases the building so they would determine what the world cup would pay to rent the space. As for ticket revenue, I'm sure there are different arrangements depending on event but similar to a concert or other event I assume whoever is hosting gets the revenue from ticket sales. I believe the World Cup is put on by the NHL?As owners of Roger's Place, does the city provide the arena at no cost for use of this world cup?
