…there is a lot of speculation of what will happen if he ever decides to go through with this, outside of changing his mind. I do hope you are right on the latter, because I am not sure if there’s anything else to stop him at this point. /bleah againHe can most certainly try.
The moment he does, the US would be at Defcon 1, Russia and China would be readying it's forces while painting the US with targets.

As well, I can't see US officials going along with the use of nuclear weapons.

One of the reasons the British Empire (unlike the other European kingdoms and empires) was successful from the Hundreds Year War until its collapse was that it understood that you fund war through debt not taxes. That’s how a country of a few tens of millions ruled much of the world. But debt (government bonds) only works to a point…when debt exceeds the economy, and where your bonds are considered risky, which is where the US empire is today. US federal debt-to-GDP ratio is approximately 124%. It’s unsustainable, but taxes cannot be raised sufficiently.I am reminded of kings and queens of old raising taxes to fund their wars and crusades.
