I recently saw a mans construction hard hat fly off his head and into traffic, along with his coffee cup.
Important to note that wind studies primarily ensure structural integrity, not necessarily to ensure a comfortable pedestrian environment.
Wind studies should and usually do look at the pedestrian environment but the thresholds for what is acceptable can be pretty high - for better or worse. Might be better with some landscaping or awnings, but it doesn't fix the problem and landscaping doesn't do much in winter.
