I think there is a question of could he versus would he here. The "could he" there is no doubt in my mind. The "would he" is a little more debatable. ..

...that said, I don't think there's a "Big Red Button" he pushes to obliterate a country on a whim. To my understanding, there are codes he has access to (the "football") to which he can give the red light to use nukes. I think there's is a chain of command to which then can be decided whether the nuclear protocol is warranted, justified and/or necessary...or least I hope so.

Either way, using those codes here would be yet another reason to Trump's growing resume of why Congress should pull their fingers out and impeach and/or plead The 25th already. And how, IMO.
I was being colourful. There absolutely is a process, protocol and chain of command for using nuclear weapons, but the 'launch codes' that the public is somewhat familiar with actually refers to strategic weapons deployed for continental defence.

Again: think "incel energy". Elliott Rodger was a nobody before the Isla Vista massacre; afterward, everyone knew of him, he "transcended" even in death. They know of him more than they know of his victims. Likewise, they know of Marc Lepine more than they know of his victims and those he targeted (and the fact that one of them, Nathalie Provost, is now a Carney Liberal MP doesn't change the equation).
The same is true of the perpetrators vs. victims of 9/11, Columbine, or pretty much any attack you can think of.
