No reason it can't be both The components are *not* the same. The suspension etc is completely different. The vehicles have there issues.

I must say if the plan really is just to fill in tracks we are really going to have a bad solution there, the space between the stairwells and the platform edge will be tiny.

LRT is actually bad - you don't see them building trams as "rapid transit" in the London's, Shanghai's or Tokyo's of the world
