Do they have a building permit yet?

does anyone know when the new building will start? We have been fascinated by the continual influx of fill with the concrete garage floor still intact...all very odd but we are loving the view.

It has been a slight compensation having a temporary nice view now that the Grand is gone, although we have run out of guesses as to what they are doing on the site; they seem to be moving dirt around while still leaving partial perimeter concrete garage walls. Is there a building permit? This...
