with SPR being reduced to 1 vehicle lane each way, why would the bridge require 4 vehicle lanes?

empty lot on east side of 116st between 105 and 106 ave now has a pile driver (driller?), busy on site. anyone know what's happening? they're digging down so doubt it is retail/commercial...

it seems like a tall ask considering the hill is small and only attractive to small children learning to ski. Even my own kids when they reached, 9, 10 had out grown it.
