I think the disappearance of the Curmudgeon is almost certainly related to police or other legal action on his behalf.

What I mean is the evidence shows he was frequently *wasted*, so your judgement that he'd been drinking but wasn't drunk may not be totally reliable, and therefore your judgement that he wasn't high today may also not be reliable. It may be that the baseline you witnessed was him already f'd up...
