That's unpossible. Council can only call a by-election to fill a vacant seat and Ford's is not vacant. An unconscious Ford cannot tender his resignation and Council has voted to authorize all of Ford's absences from Council meetings to date. The Municipal Act:

As I ventured earlier, I somehow think that the interviewers are having to promise not to ask about baby brother in order to get Doug Jr. to turn up or call in, and they are willing to do that because of the 'entertainment value' of Doug Jr. bellowing horseshit on a talk show.

Hardly that. He lies like a carpet, as they say. I believe it is very likely that Diane would not want the subject chewed over in public, and Diane is the only person who actually could succeed in telling Doug Jr. to STFU about something.
