The point of press releases, Dan, is to give you the time you need to craft things carefully so that they cannot be misunderstood. "With his family beside him . . . in hospital . . . asks for privacy during this difficult time . . . " These clichés really don't leave you much wiggle room...

Tory—if he has any political sense at all—will allow Rob to lie in state at City Hall, but the main event will be in Etobicoke. I doubt a federal event is even on the table, since he was never elected to federal office.
