    It seems off that Warehouse Park is starting from scratch and is significantly larger and will supposedly take 18 months to finish but this project with Beaver Hills takes two years.

There are some areas where garbage is just continually a problem - for example the diner at the southwest corner of 108 st and Jasper Ave where entrance to Corona LRT station is.
