    I think this reflects historical development patterns and land ownership. The McKernan CL was est in the 30s and Belgravia's in the mid-50s. It's been this way since then as far as I know.

    Not time specific, they had 2 time specific in camera meetings though. The 2nd one is now (1:30pm). Then they are back to talking about the Chinatown community policing project so I don't expect it now until after the afternoon break. 3:30-4ish.

    They do have to do this work & admin spoke to the multiple places where it's in progress for those projects last night. There have also been ~24? different heritage resource impact assessments in the area. The archeologist spoke to his involvement with other work done, (as did Cheif Miskis)...

    Yes, and more formal consultation requires a legal framework for engaging which is what the *conditional* lease agreement provides. If they have no rights or jurisdiction to the land they can't bring in Indigenous archeologists and Elders or do a fulsome enviro assessment etc.
