Nothing unreasonable about the overall height/density ask. What's wrong here is that the thing is ugly as sin. The podium/base is too tall, not by much, but a 1st trim (added back to tower as 2) would help; but it wouldn't save the busy, ugly, look or terrible mostly glazed grade-level.
