I spoke with sources within the TTC who gave the following replies

Yes but in this instance, the tunnel would serve those trying to out of or around Toronto. A Subway would not be of any use as there would not be any need for local stops.
All you need is a direct route of town with as few on/off ramps as possible.
If they did build this it would be best served as an express by-pass.
Essentially, only have entry/exit at Port Union, the 427, 404 and 400. This would allow those seeking to get out of Toronto to avoid all the local traffic on the highway.
I can say with certainty that you are correct. That is the Royal York end of the tunnel.
The moment I saw your pictures I could tell exactly where and what it was.
I took this tunnel once and it was somewhat impractical.
It let you out into a random corner of the Royal York Basement and quite honestly, it would have been faster to walk out the front door of the station. It was useful at one point but I can see why it was not restored.
I remember when I had a customary drink with the Late Derek Boles here after one of his Union Station tours.
He used to use the a portion of the tour revenue for a beer after the tours.

If the Busway only goes as far as Ellesmere, what is being done with Midland Station and the guideway?
If I recall there was a proposal for a highline style park but have not heard anything as of yet.
