No idea, but I have wondered about that myself. My guess is it has something to do with WAVE, the deep water cooling infrastructure that heats and cools many of the downtown bank towers. I'd like to know as well...- Razz

May 9, 2020 Using binoculars, I spotted a brave steelworker on the east side near the top precariously straddling one of the open steel beams. I have to tip my hat to these guys....Apologies for the poor clarity on my digitally zoomed images below. -
