    I can certainly appreciate it as a decent building. However, I can't help but think how differently I would have used the ~1.5M sqft and ~250m in height if I were designing this.

    Structural Engingeering researcher here. It can, depending on the accumulation/amount of precipitation. In most cases they'll just work quickly, be careful not to work in the extra water to the mix, and then cover it when complete to prevent too much moisture when curing.
