    From the photo, the new QQE seems to be heading BETWEEN the Homeless Shelter Tent and the silos. Cheapening appears to have been avoided.

    They did but did it badly. A child of 10 could see that the Don River bank was easily washed away (it did so in every big rain storm!) so why they thought it could support the supports for a staircase without very deep piling is a 'mystery'. Or simply incompetence!!
