Um, Phase 2 is 27 storeys, not 28. At first blush, the West Harbour City towers don't stand out. But their understated looks belie a retro-style elegance reminiscent of buildings such as the Empire State Building. I feel a little nostalgic, so I do like the architecture. It's good to be unique...
