    Write down the model number of the hot water heater . Than go online and search it out to see if the heater has some type of freeze protection built in .. Most that are located outdoors will have an electric heating element built into it to prevent freezing .

    yup , thats the beauty of home ownership vs renting ...you actually have to take responsibility for your unit . Building management is just responsible for the common areas usually and anything behind drywall.. Once the temp is adjusted on the heater it shouldn't have to be adjusted again...

    They probably had it cranked up during the installation , before residents had moved in I would adjust it on the coldest day in the winter just long enough to keep the air temp in the utility room above 0 degrees Celsius.

    ya , they build a brand new building without knowing how , lol like are you serious ? There are engineers that have to design these buildings with every consideration taken ... Im sure they are smarter than the average 5th grader ..
