I think you should just make a it a "closed" group instead of a "secret" group, so that people can find and attempt to join it. It's up to the admins of the group to approve of people who want to join the group. Maybe include instructions in the group descriptions to contact one of the admins...

I would join such a group. Though I'd suggest keeping its membership restricted to only actual residents of Emerald City.
