I'm guessing that Phase 1 is the side of the entrance that's north of the newsstand. It's currently boarded up. Phase 2 is likely the side that's currently opened up.

All of the old automatic entrance equipment has been removed from the St. George St. entrance of St. George station.

This entrance finally has a Presto reader. Still, it is only available when the booth is staffed.
