I don't think Winnipeg is would ever be feasible from Toronto unless it's going to go with their Thunder Bay route, but it would take too long (the Q400s are slower and the stop woudl take too long). The same goes for the Ottawa-Winnipeg route: Although it can make it, it woudl take much longer...
