Maybe, but EllisDon probably only directly employs 5% of the workers on this site and there are likely 100+ people who pass through daily for deliveries, inspections etc. I don't know what the answer is, but I really do hope they figure out who's behind all of this soon.

By my understanding, the cornice is going to be a pressed metal recreation of the original (long since removed) cornice that was designed by +VG Architects based on original 1920/30's era photos of the building. It's not a cheap-out detail.
