Not the best use of money IMO. The plaza is already quite open. I'm glad they're improving the elevated walkways - put a cafe up there.

I've wanted to walk on the raised walkways practically since the day New City Hall was opened in '65. I think we visited it soon after it opened.

The walkways were always open, at least whenever I went to NPS. They just need to be prettied up. Alot.

Really? I remember all through the 70's to 90's they had gates across the stairs going up, with signs saying "No Access".

They're usually gated, but they're open once in a while. I think they usually open the walkway during events (especially new years, nuit blanche, concerts).
