It is not surprising that some City employees are crooks - what is good is that the City has a process to catch them. It would be amazing if there were not some examples of fraud in a City with such a huge budget and so many employees. At least the frauds exposed here are by employees rather than politicians or political aides.

The city DOES NOT have a process in place to catch them. They were caught by the insurance provider, Manulife, after it investigated irregularities,
