How about one step further and consolidate some land along the river. Part of this would be park, the remainder residential or commercial:

Judging by those google satellites, the area could use some trees. Maybe they can leverage the developer to plant some.
 
Not the greatest, but much better than what's there now. I wonder if this will affect the Stadium Shopping Centre across from the hospital, can't be too big of a market for medical offices with the actual hospital right there.
Don't forget about the medical offices slated for the U/D and the Riley park development. Hard to believe there's this much demand
