CSEC wants all the perks of owning a building, with none of the responsiblities of actually owninig it.
Yeah, they want the head lease. The Flames currently have a headlease (was advantageous for the City which was loosing money running the Saddledome). The Arizona Coyotes lack this, and have a competing arena where the Pheonix Suns have a headlease (and the arena is in a much better location!). Nashville has the headlease. Difference between success and failure.
 
In a headlease, who gets the revenue from things like parking and concerts?
Concerts - the entity that owns the head lease. Parking, it depends. In the Calgary deal, CSEC negoatiated for parking revenue uplift from the Stampede (i.e. the arena will raise parking revenues, so the Stampede should share some of it with CSEC). In Seattle, it was similar with the lease holders of Climate Pledge, and the Seattle Centre (their wider site operator)/City of Seattle.
 
The source (Corbella) aside, this apparently took plan in last week's city council meeting.

The mental gymnastics it must take for a (presumed) fiscal conservative calling those opposing corporate welfare "leftie clowns"...

One can reasonably argue that the arena warrants public investment and that the investment may be worth the payoff, but one cannot reasonably argue that doing so is consistent with traditional conservative free market principles.
 
Having digressed, we've concluded the Flames aren't realistically going anywhere. Anyone want to place any bets on when they come to a new agreement?

My initial guess is June 15th, enough time to "focus on the post-season," then subsequentially realize they've already milked the tax payers for everything they can.
