A late 19th century garment factory would be perfect for the area too. Great access to local retail markets, a dense and diverse workforce nearby, plus they would employ several times the workforce of a Target or Canadian Tire.

Economics being what they are results in both Target and 19th century garment factories are unlikely, as cool as the latter would be. However, if the lease wasn't so expensive I would love to see it turn into a collective retail interior kind of like the Devenish Building next door or any number of farmers markets. Sub-divide that floor into a weird collection of mini-stalls/stores in an open concept environment. Could be cool
I'm not sure why economics would result in Target not having a store there, unless you're referring to the fact that they aren't in Canada any more? If they were still here it would be a good location I think.
 
I don't know if Costco does any urban format type stores, but I imagine it would do OK in that spot.
 
There's one in Vancouver - has 4 towers sticking out the top of a 2 Storey warehouse - across the street from the arena downtown. I don't know if there's any in the US. However, I don't actually think this is the best spot for a urban format Costco in Calgary. The Arris in EV would be my first pick (could be swapped for the Loblaw's at this location) or in a redeveloped West Village. However, with their recent opening of the East Hills location, likely won't see another in the Calgary region until we grow another 150-200k

A Costco, urban format or regular format might do well in one of those empty lots along the CP rail tracks. Slap a couple of towers on top, and Bob's your uncle.

What will happen to the sales center once the building is finished?

I imagine that little area is going to be turned into a parkette or something.
