There are design guidelines which stipulate mass, form, and materials. They're right here:

The problem is not for a lack of planning - the problem is that design guidelines in Alberta and much of Canada are non-statutory. Meaning that they are just that - guidelines. This is not a City of Calgary issue, this is a Municipal Government Act (MGA) which lays out the powers of the municipality. Powers which don't include being the authority of materials used (with some exception to Direct Controls or Special Zones).

This is true about the MGA but additionally, the Calgary Guidelines you posted that exist (which I have seen before) are so vague and devoid of any detail that they are absolutely meaningless.

Hi,
Could B Dead wrong here.I Wonder if We will have to wait till the Whole Project is completed in
terms of all Bldgs to really get an honest views of this Project Guess It might B wise to take a Bit of a Wait & See Views to Perhaps get some proper opinions. See what Happens I guess.

Maybe they’ll scrap the third tower. They didn’t excavate that area. They could complete the podium and sell that section of land.
