These will be like all the retail in Nuera that sat empty for like 10+ years, no reason to take that space when there is better space available elsewhere in the city. I think a bar could do well, but not really retail.

I haven't seen any notices for public engagement. There was probably something back when the project started, that would have included the third tower as part of the engagement.

I don't know if there is any requirements for public engagement per se, just best practices. However, you could always reach out to the file manager for the land use change, found on the link:
It does seem like they want to increase the height of the 3rd tower, since the application is asking for additional density.

Shortly after this application was posted, NORR removed the height of the third tower (29 storeys) from their website.
