Hi,

Recently purchased a home and I didn't get it much thought but there is a catch basin in the backyard. Should I be worried.

You really need to find out if this is a City catch basin or belongs to you and if so how it links to the sewer system. I would ask 311 to have Toronto Water investigate it. If they say it's yours I would consult your plumber; it may be there to drain water from your property and be hooked up to your sewer main.
 
Likely the sewer grates in the backyard are because of a high water table. Water in the ground would slowly seep into the sewer. In addition, in case of heavy rains, that rainwater would drain away instead of collecting in a temporary pond in your backyard.
