From toronto.com:

What's Going On Here? Danforth Road homes
Back in 2011, eight, four-storey freehold townhouses with enclosed garages were proposed on a corner of Patterson Avenue in Scarborough’s Oakridge area, on a narrow strip which once housed Encore Music Exchange. Construction started, but stopped for long periods, leaving materials on the property exposed.

Just the facts:

• In January 2017, local Coun. Michelle Holland’s office acknowledged “ongoing issues with the site for some time,” and said she was working with City of Toronto staff to address concerns.

• Before this, the property’s ownership changed hands and a new contractor was hired.

• A new manager assured Holland the present owner would complete the townhouses responsibly, and has corrected problems with site safety, cleanliness and access to the sidewalk.

• Ghada Kassab, a sales representative, said the project, Danforth Homes, scheduled to finish by late 2018, has started registering buyers on its website, and will be “so nice and unique to that area.”

It's like there's a curse on housing projects across this area that takes down half of all the developers.
